Project Location

The project is located at Nyoma Area, Liugai village, Ludewa district, Njombe Region.  The intake site is located at the approximate geographical location by held 36L 0701102, and UTM 8855418. Proposed powerhouse is planned to be located on the right bank of the Kitewaka River with  approximate geographical location by hand held GPS is 36L 0700774, and UTM 8854097. 

The project is expecting to create new power connections approximately 7,625 customers/villagers by (year 2018), in the first year of operation that constitute 1,694 number of households.


General Objective

The main objective is to study the techno-economic and environmental and social aspects of the Kitewaka hydro power site. The objective of the envisaged development is to supply the rural communities with reliable and relatively affordable electric energy from renewable and locally available sources. 

This is in accordance to the National Energy Policy 2003, to develop indigenous renewable energy sources , aiming at reducing dependency on fuel wood and imported oils (fossils).

Specific Objective

Following increased demand for renewable energy for both grid and off-grid based supply, Ludewa Clean Energy Limited intends to upgrade reconnaissance report to full feasibility level of study for Kitewaka Hydro Power Project. The project intends to supply rural communities as first priority within the project area. There is also exists a possibility to sell excess power to the national grid network.

With this context, this assignment shall include to compile project data information including a comprehensive full feasibility study report, bankable business plan, and Environment and Social Impact Assessment (E&SIA) report. These reports will be used for sourcing financial assistance from financing institutions.


To work is divided into two phases as follows:-

•Phase I: Inception study including data collection and desk studies reviewing reconnaissance level and old previous pre-feasibility studies reports, where available.

•Phase II:  Preparation of pre-feasibility study for the hydro site.


PHASE I: Inception

The Consultant will undertake the tasks listed below, but not limited to the following:

(a)Desk studies to review available information, data and maps.

(b)Site visit to assess site conditions and gather village / community views.

(c)Recommend a programme for collection of additional data such as surveys and mapping, hydrology and geology for engineering studies and consumer surveys. 

The Consultant will issue an Inception Report updating the work plan and schedule, information to be collected, and support required from Ludewa Clean Energy Limited. The cost estimate for preparing full feasibility study can be revised, as needed, taking into account any additional data collection or field investigations required for completing the full feasibility study. That Ludewa Clean Energy Limited reserves the right to approve the revised cost estimate and to decide whether to proceed further with the feasibility study work. Should Ludewa Clean Energy Limited decide to proceed, Ludewa Clean Energy Limited will issue a Change Order for the updated work plan, schedule and cost estimate.

PHASE II: Full feasibility Study

The Consultants will undertake full feasibility study to confirm the technical, financial, environmental and social sustainability of developing this hydro power site. The Consultants will undertake the tasks listed below, but not be limited to the following:-

(a)Undertake additional data collection as agreed during the Inception phase.

(b)Establish energy needs and supply and forecast future energy demand for identified load centers. Estimate willingness and ability to pay for households, commercial and public customers. 

(c)Conduct a technical assessment of the hydro power site to determine optimum hydropower configuration and energy generation to meet current and forecasted loads. If there are power/energy shortfalls, determine suitable alternatives to supply the shortfalls at least cost. These may include other renewable resources, diesels and /or interconnection to TANESCO national grid network.

(d)Design MV and LV distribution network giving priority to location of social services centers such as health and education facilities.

(e)Investigate and propose TANESCO grid connection possibilities and connection points.

(f)Prepare engineering schematic and electrical schematics for the project, and estimate project cost. 

(g)Propose institutional arrangement for the management and operation of the project.

(h)Carry out a financial analysis for the project and identify risks and propose their mitigation and/or management. If the project is financially non-viable, even with Rural Energy Agency (REA) performance grant of US$ 500 per connection, determine additional grant requirements to make the project financially viable,  given customers willingness to pay.

(i)Conduct an Environment and Social Safeguards Screening in accordance with  REA’s Resettlement Policy Framework (RPF) and  Environment and Social Management Framework (ESMF).

(j)Develop a practical full bankable feasibility study report, Environment and Social Impact Assessment (E&SIA) report and full bankable business plan that will lead to the successful implementation of a hydro power generation, transmission to national grid network and energy sales and marketing to local communities.

(k)Prepare the scope of work, schedule and estimate the cost of undertaking a full feasibility study, if warranted.
